So now that I re-read your question, I see that what you want is a guide to good levels to paddle these rivers... Hmm... and the AMC guide doesn't provide that... By Jove, if it exists I've not seen it! It wouldn't be too hard to create.
Some of the sections are definitely on the American Whitewater Site: https://www.americanwhitewater.org/content/River/state-summary/state/VT/
and if you want to paddle a different section than the one listed, check to see the recommended flow of the nearest listed section. The White, Lamoile, Winooski, Missisquoi, and Connecticut all have recommended flows.
I'd be curious if there is an online quiet water resource, or even just a list of recommended flows. I know that the sum total of the paddlers in the area have the knowledge you seek.
