Historically, the AMC River Guide for VT and NH (guidebook) described scores of the whitewater and flatwater stretches one might paddle. They now specifically have a guidebook for quiet waters. For flow recommendations the original guidebooks would say things like "spring, fall, wet summers" which gives you some idea of what to expect. Also, if you know what dams lie upstream, and who operates them, you can sometimes get a phone number for the dispatcher and "time" your outing to coincide with additions of water from hydro power generation.
