I'm leading two very loosely organized weekend trips out of semi-primitive (electricity/outhouse) Sub Sig Outing Club cabins. Cook breakfast and dinner at cabins, bring your own lunch. Low cost weekends. Bring your own sleeping bag/pillow for mattress. I'm a fairly competent class 2/3 paddler who prefers doing extended stretches of river vs. just the white water.

April 14-17 (Patriots Day Monday for MA folks) White Mtns. Bartlett area. Saco from Sawyer Rock/Silver Spring to West Side Road; upper Ammo (2 runs likely) + river to be chosen (Pine, Silver, ?)

April 21-23 Schoolhouse cabin near Montpelier, VT Mad / Dog weekend - one day on each on these mixed rivers.

Moved here last Fall from Jackson, Wyoming. Started kayaking last spring on the Snake River and got about 40 days in last summer. My husband and I have done some Class III+, however, we haven't had any experience in the east in more shallow waters. Can you recommend any Class II rivers to begin with this spring? Any suggested trips coming up with VPC? Also, we are looking for other beginners/intermediates to paddle with. Thanks- can't wait to get out. Jen

Because of your interest in the Allagash, we believe it is important to notify you of hearings planned for May 8th and May 10th. The purpose of these hearings is to solicit public comments on proposed changes to rules governing the Allagash Wilderness Waterway. Although a small legal announcement was printed in the back of several newspapers, we did not think that was adequate notice for actions being taken by the State of Maine. We believe these rule changes will have a major effect on the wild character of the Allagash which Mainers and people from all over the world cherish.

We hope this notice will afford you enough opportunity to acquire copies of the rule changes, submit written comment and perhaps attend the public hearings.

Some of the most important proposed changes are:

*Rule 3.9 Access by Motor Vehicle: This is the most controversial rule change because it creates a new vehicular access point barely 500 feet from John's Bridge.

During the comment period for the 1999 Allagash Wilderness Waterway Management Plan, hundreds of people urged that John's Bridge area remain closed to access, as it had been.

Against public opinion and the recommendations of the Bureau, the Commissioner of Conservation instructed that the management plan include construction of a vehicular access point near John's Bridge with a parking area only 600 feet from the watercourse. That original proposal has now been expanded to include the opening of a road to within 125 feet of the Churchill Lake Thoroughfare with a 6 foot wide packed gravel path, a handicapped parking area, handicapped outhouse and a wheeled dolly, all to make canoe access more convenient. ( The Bureau of Parks and Lands has estimated the cost of this development at $61,600.) What's next, a rangers cabin, outhouses, bulletin boards, concrete launch ramp or even canoe storage racks?

All of this construction is to take place in a corridor that public law mandates be managed for maximum wilderness character. Studies have not been done to determine what effects this development will have on erosion, campsite overcrowding, fisheries, Indian artifacts, and the wilderness experience.

We oppose the creation of this access, known as the Churchill Lake Canoe Access Site.

* Rule Change3.3 Party Size-A: This change allows groups larger than 12 people to arrive at the same access point together, and camp on adjacent campsite cells. Under this change groups only need to adhere to the party size limit while traveling on the water and while camped on the same campsite. We are not sure of the purpose of this change only that it will threaten the experience and solitude of a wilderness canoe trip. We also feel this is a vague rule change which will make enforcement of the group size restriction unmanageable. We oppose the Bureau's revision of this rule and urge the Bureau justify the need and the intent.

* Change 4.1 Timber Harvesting: The Bureau proposes that management plans for all forestry operations within the Allagash Wilderness Waterway no longer be submitted to the AWW for consistency review. We oppose the Bureau's rule change and support the Bureau of Parks and Lands retaining all review and approval of timber harvesting activities within the Allagash Wilderness Waterway.

Commissioner Lovaglio is well known for viewing the Waterway as just another park. He articulated that opinion when he said, "Every park has something special it, and one thing that's special about the Allagash is it's lack of hot showers, or dump facilities". Bangor Daily News August 9, 1999. Please help us demonstrate to Governor King and Commissioner Lovaglio that the Allagash Wilderness Waterway has other special and unique features which distinguish it from state parks.
